What do law enforcement officials need in order to arrest an accused thief?
Hypothetically speaking…in Pennsylvania, if an innocent person is accused of theft, jewelry items from their sisters home, what do the police need in order to arrest the accused? Should the accused attempt to file counter charges? If anyone knows anything about this, or of a website that may have information that could help, it would be greatly appreciated.
I’m aware that probable cause is needed to arrest, but I’m not sure what constitutes probable cause? All we have, at the moment, is the word of one person claiming that the theft took place, and of course the items are missing. Do they need more than this to arrest is the question.
Nothing they are the police they will do what ever they want!

the police need convincing evedence. they will not arrest anyone until they are sure a crime is commited.

Absent of an arrest warrant they would need probable cause to believe a crime has been committed and the named person had committed the crime. The probable cause standard is not enough to get a conviction (beyond reasonable doubt) but is above simple suspicion.

They need to believe that the person probably committed a crime. If they do, they call the DA’s office and then the ADA will say whether or not charges will be filed and for what.

we’ll what they need is some concrete evidence. you have to practically catch him in the act of committing the crime to convict him in our ongoing $mockery$ of justice system.
i suppose the best evidence that would leave the ambulance chasing defense attorney scratching his gray thinning hair, would be some authentic video data taken at the scene of the crime.
